‘Devolution looks very different now than it did in 1998.’ Dr Andrew Tickell, Lecturer in Law at Glasgow Caledonian University, hosts this discussion with the Convener and Deputy Convener of the Parliament’s Constitution, Europe, External Affairs and Culture Committee, Clare Adamson MSP and Donald Cameron MSP. On Monday, the Committee held a joint event with Strathclyde University Law School to discuss their report 'How is Devolution Changing Post-EU?' with leading academics and lawyers from across the UK. The Committee found that devolution has changed and now looks “very different” after the UK’s departure from the EU, a key difference being how the regulatory environment within the UK is managed compared to how it was managed within the EU. Recommendations from the report include the establishment of a new Memorandum of Understanding (MoU) between the UK and Devolved Governments and the development of supplementary agreements on both Common Frameworks and the use of delegated powers by UK Ministers in devo

Gillian Baxendine, Head of our Participation and Communities Team, facilitates a Panel session on the sustainability of the voluntary sector as part of the 2023 Third Sector in Parliament Conference. The group also discuss current challenges and how these may impact the ability of organisations to engage with institutions such as the Scottish Parliament. A Committee recently published its report into Public Participation at the Scottish Parliament. This builds on recommendations made by a Citizen’s Panel which met in October and November 2022 to answer the question “How can the Scottish Parliament ensure that diverse voices and communities from all parts of Scotland influence our work?".  In this podcast, The Citizen Participation and Public Participation Committee's convener, Jackson Carlaw MSP, speaks with Professor Sabina Keston-Siebert, Adam Smith Business School, Glasgow University and Dr Andy Williamson, Centre for Innovation in Parliament, Inter-Parliamentary Union, to discuss the report and its implications.
