David Harley has seen a lot of comings and goings in the EU and was a witness to a fascinating case of ‘what could have been’ which deprived Ireland of its only chance to have someone as President of the European Commission. He’s written it all down in a book called Matters of Record: Inside European Politics (Diaries 1992-2010). David joined Joe on the show this morning.
