What do driving licences and hoarding money have in common? You guessed it, anti social behaviour orders!Imagine a world that fairly penalised cuntish behaviour, get caught polluting a stream - ASBO. Get caught evading tax - ASBO. Have a string of people do you for unfair dismal - ASBO.Collect X ASBO's and win the right to never be allowed to trade again.Or....Go X amount of years straight without an ASBO - get preferential tax exemptions.
