He loves everyone, but not everyone receives it. Jesus express that we need to let his love continually nourish our hearts, implying he is always loving us no matter what, but there is an allowing (letting) on our part, of our our hearts in receiving his love. Although his love never stops and always gives of itself freely, any operation that is of our old nature, pride, fear, striving in our own strength ect will prevent us from receiving his love.
