For two centuries, almost no scholarship existed regarding the state-initiated amendment process described in Article V of the US Constitution. 1988's "Constitutional Brinksmanship", by Russell Caplan, was the first serious work addressing this issue. In 2009, Georgetown Law Professor Randy Barnett promoted the idea of states applying for an Article V Amending Convention to discuss and propose amendments described in his "Bill of Federalism."
