Romans 9 leaves you with one answer only to the question, Why me, and not another? And that answer is, God. Paul does not tell us why God chooses one and not another, but he does tell us that this choice has no basis in anything in us. God chose us, not according to our works or our will, not according to our faith or our faithfulness, but according to His own purpose and grace.
