Highway 16, a multi-billion shekel new road that cuts through four tunnels, seven bridges and three interchanges to bring a new entrance to the city of Jerusalem opens next week. While built ahead of schedule - one benefit of the COVID pandemic - the new road is expected to ease congestion into the capital. But critics say it will exacerbate leaving town and did not adequately address public transportation.
